If you want to be a tough guy, I'm sure there are programs to limit Internet usage; alternatively you could just manually cut it off. A better idea might be to give them alternatives like a trip to the library, a game outdoors, etc.
To be honest, the internet is only a problem for kids under certain circumstances. For me personally I would not have even been as close to as informed about the world as I am if it wasn't for the internet. Also, although Facebook and MySpace are generally looked down upon, if you tell your child that he/she is allowed to use them for the purpose of networking and getting to know more people/opportunities (as I'm doing) you can change their habit from being a negative one into a much more productive form of spending time on the internet.
